Rick and gang, as a follow up I just contacted Bill (w4hbk) via e-mail, and the QRSS beacon that you mentioned above was definitely not the signal we were tracking last week. Bill said the following today via e-mail. "I was running 1W to a 43' vertical on a frequency of 3500.81. One Watt is considered the "legal limit" in QRSS work and is generally used on the lower bands for trans-oceanic tests.
