Mike,

It probably would not be worth the effort as the Beverage prinicple relies
on poorer conductivity compared to the wire above ground to develope wave
tilt and pattern shaping. What you would end up with is a long unbalanenced
transmission line.  It may have some signal pickup and even be lower in
noise level than a vertical...but will not perform like a Beverage.  You
could however seperate your wire by 30 to 50 feet or more running parralel
with the fence and most likely do much better in isolating the proximity to
the steel fence.

Perhaps one of the NEC antenna modeling gurus on this reflector could run a
quick pattern test on the situation you describe.
