When you model a "hat" on a tower, the angle at which you hang the hat

very important.  Straight down--no effect.  Straight out 90
degrees--maximum
effect.  Somewhere in between, say 45 degrees, some effect but not
much.  I
suspect that angle at which you guy the tower is perhaps roughly 30
degrees
at the top, which is toward the "no effect" side of things.
