Perhaps the low flux (only 107 9-10 Sept) is helping as well.

It appears that, at 33 months into the new cycle, smoothed sunspot
numbers for Cycle 23 are about 53% of Cycle 22 and 63% of Cycle 21 at the
same point in their life.
