I always bubble wrap an then put it in a snug fitting box. Then that box
goes into a 2nd box which is about 25% larger with the voids between the two
boxes filled with peanuts.

I assume that the advice is not to pack solely with the Styrofoam peanuts.
Recently I shipped a Drake 2-B and a QRP++ to Wyoming.
The guy at the UPS Store used them to fill the voids in the packing box,
but after wrapping the radios well in bubble-wrap with large bubbles.
And I agree about the mess they can make, so I take them outside and
empty as many as possible into the recycling container before removing
the packed item.

I have an Eagle in route to a guy in Germany….the rig is wrapped in thin
bubble wrap, boxed and then I wrapped the box with enough bubble wrap to
fit into another stouter box.
Filled the void with some ghost poop though….
