These types of problems usually indicate that there is RF leaking back to any any transceiver he might try, because his antenna is too close to the shack, especially if shack is on second floor. One thing he could try is putting quarter wave counterpoises (hook up wires) on the ground terminal and leading them out the window to drop down the side of the house. A second story ground wire to earth is useless as an RF ground, so he must be made to understand the earthing wire is but for lightning safety from a hit.

Ferrite chokes on coax, a good external tuner, etc. are things that can be tried. Do not overlook bad coax, (Radio Shack?), with leaky shields.

I hope you can help the ham resolve the problem. BTW, does he have large enough gauge wire between the power supply and radio, and twisted pair no. 12 as a minimum?
