Thanks guys! It's the s meter adjustment. I was able to peak through the
cracks in the case and could see "METER" silkscreened next to it.
So the proper procedure is to first do the firmware meter deflection
adjustment and then feed a 50uV signal into the ant jack and adjust this
pot for s9. Before this final adjustment, my meter read s9+10 with PRE on
and s8 with PRE off.
