NO! My Orion puts out 20w in Tune mode. It is my understanding
that 20w
is
also the designed value in Tune. I discussed this with Scott
because I
wanted to have the power reduced to 15w instead of 20w.

I understand the operation of the TUNE button is that when you
push it,
the
Orion puts out approximately 40w for tuning. You push the TUNE
button
again
to turn it off (this is without the internal tuner, which I don't
have).
However, if you push the PWR button while in tune mode, the Orion
will
change to the output level set by the PWR value.
Try this, set the PWR at 80 to 100 (full power). Hit the TUNE
button. The
Orion shows about 40 watts out. Hit the PWR button and the
indicated power
jumpt up. Hit the TUNE button to stop the tuning. Now, hit the
TUNE
button
to start the tune process again. On my Orion, the meter indicates
the
higher
power level and then drops back to the 40 watt level. However,
this may
just be the meter as an external meter indicates that the power
output is
constant at the 40 watt level. This is when transmitting into a
dummy
load.
