The following text is an exact copy of the Constitution and By Laws
from the SECC web page. 
 
MEETINGS: Article IV
The By-Laws shall provide for regular and special meetings, a minimum
of one-fourth of the membership shall constitute a quorum for the
transaction of business.

I propose amending this Article to read as follows:

The By-Laws shall provide for regular and special meetings. A simple
majority of those members in attendance, including any member who
submits a proxy vote by any means shall constitute a quorum for the
transaction of business.

5. Contest Participation: In order to remain as members in good
standing, members must attend at least two meetings per calendar year
and must contribute to at least two club scores in ARRL, CQ Magazine
or National Contest Journal sponsored contests. Members may ask for
this requirement to be waived due to various circumstances. Club
members shall vote to continue membership status in such cases.

I propose amending paragraph 5 as follows:

5. Contest Participation: In order to remain as members in good
standing, members must  contribute to at least two club scores in
ARRL, CQ Magazine or National Contest Journal sponsored contests per
calendar year. If such requirements are not met, any Club member may
request a vote to continue membership status in such cases.

Since the requirements in Article IV have not been met for the
election of officers, I move that these amendments, if adopted, be
made retroactive to 1 January 2003 in order to retain all officers of
the club at present. A simple majority of members who submit votes by
any means shall determine the passage or rejection of these proposals.

Please reply to our unofficial VP, K4BAI, or to the SECC reflector
with your vote.
