I am for ANYTHING legal that puts the breaks on uncontrolled EMI. It is
getting completely out of hand in the US right now... At least in the
Northwest...
As Ed said, this is a good step!
At least someone in some Government is taking this seriously. Hopefully
the US will adopt an attitude taking EMI seriously.

That issue is likely that the EU is a single market,
and individual countries do not control what gets
imported. Once something is approved by one country,
it can get imported to any of them.
However, Sweden can still test the devices, and hold
manufacturers accountable for failing to actually meet
the standards they claim to meet, because that is a
domestic regulation, not an international one.
