I have had a multi-year issue with solaredge caused interference.
I have had two on-site visits by a FCC enforcement agent. They wrote
solaredge a notice of violation. The notice of violation disappeared and
was never published in the federal registry.
About a year ago some ineffect filtering was installed.
Solaredge just keeps tap dancing but doesn't actually do anything to
resolve the issue.
You are correct at these devices are being operated illegally but that does
not change the fact that I have been unable to get any resolution.
For added complication in my situation the system is owned by SolarCity and
not by my neighbor.
The realities of life at the moment prevent me from taking further action
but it's some point in the future I will probably seek a court order to
have the system turned off.
Actually the FCC has proved turning the system off is ineffective at
eliminating the interference and the system must be disassembled.

a nice lady at ComEd told me to call te Illinois Commerce Commission ICC
because they only jumped when the ICC called.
I would think that the various state regulatory agency might be concerned
that
their 'utility' was willfully causing interference to .(fill in the
blank).....
because they allow "solaredge" or whomever to connect to the utility..
certainly the thought of being banished by the state, might wake up the
solar inverter manufacturer. I must say I have installed 4 5kilowatt SMA
brand inverters and they are silent... mine are NOT the micro type.
