Yes - meteor scatter.

This can occur at any time of day as random material
comes in and burns up.  The intensity of the "burst"
is dependent on size and speed of the object (and
several other variables).  The most intense "random"
bursts will occur when your part of the globe faces
the earths direction of travel (in the morning). This
is because your getting higher speed material entering
the atmosphere.  

To be the most successful, one needs to be able to
QUICKLY exchange info - cut out all un-needed stuff
like multiple calls, ect.  You usually only have a few
seconds to get the proper info across - don't waste
your precious time.

There are resources for proper meteor exchanges.  This
probably isn't a good forum for discussing HOW to make
a meteor Q.
