There are three ways to get to DOS from Windows 95/98. You tried the 2nd
one.
The first one is the DOS prompt at the Start | Programs menu - this rarely
works either.
Try the third one: Start | Shutdown | Restart, then when the message
that says: Starting Windows appears, press F8. Then select "Command Prompt
Only".
Now you are in the "true DOS" mode.
