I think there is something to be said for at least keeping Ontario broken up
into sections, to be consistent with the challenge of needing to collect the
various sections of California, New York, Texas....
Deviating away from sections is an inconsistency that hurts my brain but given
that part of the attraction for Sweepstakes is chasing the clean sweep, I think
the inconsistency is tolerable at least until there's a little more contest
activity (or at least a regular contest effort) from VE8/VY0.
(Although, if YT and TER were recognized as separate multipliers in
Sweepstakes, perhaps with an announcement that the change WILL be made for 26
Sweepstakes, maybe that would create the incentive for someone to plan a
serious effort from TER.)

RAC and ARRL are separate organizations and moving at different speeds (in this
case). Personally, i would like to see ARRL use Canadian provinces instead of
RAC sections.
It is funny how so much of the energy for Sweepstakes comes from making a clean
sweep rather than max score. That does put a very small number of northern
Canadians in demand. Now we will have one less, but the hunt for the sweep will
continue.
