You are missing the point.

We do not have to change anything about current contests -- they can stay
as they are.

As Ward, N0AX has stated, we can reach all these goals by using the Contest
Within a Contest strategy.

There are millions of data points flying around the internet during any big
contest.  No contest committee
is required and no contest changes are required to make this happen.

All that would be necessary is that contest participants share their
realtime data, as they do now, for online
scoreboards.   This data could be processed out-of-band, meaning it would
not interfere with any existing mechanisms.
CWAC's could be built easily, that would not break any existing contest
rules, but provide new avenues for
contesting engagement.

Not everyone can win CQWW -- but how about #1 score within a club, or best
rate within a club, or a
random scavenger hunt for particular multipliers?  All these things might
or might not be interesting to
the long-time contester -- but in can keep new contesters engaged,
providing QSOs for the rest of the participants.

This will never work if we try to change the structure of existing
contests, IMHO.
