My friendly advise is to avoid involving WRTC 2022 OC in this ARRL CW 2023 
discussion.
It has nothing to do with ARRL CW 2023 and I assure you that citing the WRTC 
2022 OC (I4UFH, I4VEQ, IK1HJS) when it comes to FCC/CEPT regulations is not a 
good move because of the following:

1) WRTC 2014: the Italian Team (I4UFH/IK1HJS) operates as W6UFH during the WRTC 
2014 warmup activites.
According to FCC ULS W6UFH back then had General privileges.
There are plenty of DX Cluster and RBN spots confirming they operated in the 
band segments reserved to Extra Class.
This a FCC violation.
Period.

2) HAMCATION 2022: I4VEQ comes to Florida.
On 8-Feb-2022 I4VEQ did operate as W4/I4VEQ.
He was physically located in Florida and used N3JT's station in VA, remotely.
There are DX Cluster spots and we also have audio/video recordings in Italian 
of I4VEQ saying so.
But I4VEQ also holds KB1FTG (General).
This is a FCC violation.
Period.

So, Drew, next time please bring up different examples of people with FCC/CEPT 
expertise when you want to make an argument.
