[CQ-Contest] WAE QTC Question

Early on, I only send if asked, and only if I have a book of 10.

Very late in the contest (last 30 min or so), I'll send whatever I have if
asked.  I was asked yesterday by folks I'd already worked on that band, but
hadn't exchanged QTCs.  I ended up with one QTC at the end, which I saw as
a plus.
