The Volta RTTY contest does something like this, although it isn't apparent 
what methodology or data was used to generate the lookup table. Crunching log 
data isn't the only way to do this. Another approach would be to generate the 
table based on the results of VOACAP predictions (assuming a standard pair of 
Tx and Rx antenna systems) for the applicable month of the contest.
