Gee, I know of someone 2000 miles from the Atlantic who won the USA in
SOAB, CQWW Phone, 2013. By your definition, Jim, I guess he was just a
non-competitor. Maybe he should send the plaque back to PVRC, its
sponsor, so they can award it to a worthy competitor.

This is completely false, Randy. And you've left out the
"contest-defining" class that tilts the playing field strongly to their
own benefit, namely those stations around the Atlantic basin. Those
having a station within that area have the opportunity to join that
competitor class. Those who do not but would like to compete are in the
"ruled-out of being a competitor" class by virtue of scoring rules that
make them non-competitve based on propagation to where they live.
