Assuming we're focused on CW, I think that a tool that displays a waterfall of
the current audio passband without actually decoding doesn't quite rise to the
level of "assistance" (although it probably wouldn't meet the "boy and his
radio" test).
However, a tool that displays a waterfall of a broader range of spectrum such
that one could "read" code that has already been sent outside the audio
passband probably is assistance. If there's no waterfall/panafall, and you're
only getting to see signal levels at a particular instant, then I'd be OK with
it still being considered "unassisted".
And of course, any program or device that decodes CW for you is clearly
"assistance".
The problem with the above, naturally, is that many tools that could be used in
an arguably "unassisted" manner, can also be used in an "assisted" mode....and,
well, cheaters gonna cheat.
