Hi Bob,
The confusion lies in this sentence:
En los ultimos meses, ingenieros de IESA / INEPAR, han hecho un trabajo de
estudio sobre las posibles lineas de alimentación ..
It says his engineers are studying POSSIBLE feeding transmission lines..
Therefore they are not saying they used 4.2 or 2.5 Ks but that their
calculations say that to put 1500 out the antenna they would need 4.2 or 2.5
Ks.
Now he says Atilano is member of the CQWW committee, I would guess Atilano
HAS to know that maximum output, for contest purposes, is not measured at
the antenna.
Now what does trouble me is that the next sentence he does say they used
2500 watts and 2000 on the multiplier stn and attenuation on 10 made it 700
and 1.1K on 80. If that is so they are indeed cheating.
I would think he doesn't know the rules right and he is saying things he is
not fully aware of. But I don't doubt the Atilano is fully aware of the
rules. I guess somebody has to tell Manu to rectify.

Rob,
Google translate says it this way:
"Given that in this contest, the station was transmitted Running with
Alpha 77DX about 2500 Watts output , and the multiplier station with Acom
2000A in 2000w . Only 80 meters to 1.1 kW have come on the air. In the
rest of the bands , for example 10 meters, where the attenuation is
larger, 700w conveyed only in antenna."
Perhaps you can translate it properly and make clear how running 2500w
output or 2000w output does not exceed 1500 watts ?
There is no rule that allows for calculating loss to allow for greater
than 1500 w output regardless of what you get at the antenna.

Luc,
Your Spanish is not correct. You can't blame them for cheating if you
don't
understand what you are reading. Read again and take back your
accusations.

Could we just suppose that good people observe the rules?
Unfortunately, we cannot just suppose all 'good people' observe the
rules.
Look to this case from CQWW SSB 2011:
A newbee contester got excited by driving a big station for very first
time. He decided to share the experience in details on public e-mail
reflector (http://tinyurl.com/o9ozwcy). For no Spanish spoken, he
wrote that they were running 2.5kW and that station will been prepared
to put 4kW+ next time because coax loss.
Even after receive this public declaration coming from an INSIDER
OPERATOR about rules violation, CQWW took no actions. They NEVER
contacted any of team members or the station owner asking for
explanations, instead, they sent a shinning PLAQUE for great team
achievement of #1 in SA.
I bet this behavior was not a isolate episode. Once you taste the
dark-side of the power and you are rewarded by sponsors, Legal Limit
is not enough any more.
Yes, It's a shame, but it true!
