At the risk of extending this discussion, it is important that everyone
remember that contesting rules are limited.  We want to keep them simple so
they are not 100 pages long!

For MULTI-TWO:

The INTENT of the rules are that you have two stations and two signals on
two bands. Period.

Given that, the use of a third band is not within the spirit of the rules.
Use is defined as making transmissions. Therefore using a third band is not
permitted unless counted as a band change.

Reality:

The contest committee can only check what is in the logs. Like many other
aspects of contesting, we depend on the integrity of the participants to
follow the intent of the rules even if every possibility is not explicitly
allowed or denied. This is a game of working stations over the air -- not
finding holes in the text.

We will look for better definition of terms for next year's CQWW rules.  For
now, get on the air and have fun.  That is what contesting is all about!
