Trying to help a bit here.

What Randy meant by active was transmitting! So it is simple - not more than
2 signals in the air and 8 band changes.

But what Luc is asking and what is actually indeed a question is what is a
band change.

We have had the same issues about MS which are now cleared out because in MS
new 10 minute period starts when a QSO is made! Not from any transmission.

But what about M2?? Rules don't specify.

Does any transmission on a new band qualify as band change or it has to be a
QSO made?

Trying CQ with no answers on a new band and coming back is 2 band changes or
not?

Asking a mult on the 3rd band to QSY to RUN band is 2 band changes or not?

Hello Luc,

The concept of the Multi-Two category is very simple.  Two stations. Only
two transmitted signals at any time. Each station can have 8 band changes
per hour. 

There is no minimum time to remain on a band. You can make one QSO and then
QSY to another band if you want.
