Any rule or law that is not enforced is efectively
reduced to the status of a recommendation or a plea
- as in "you really should pay your taxes" or "please
don't drive over 60 mph".
When contest sponsors don't ever apply a penalty for
infringements, it's because they feel the rule is not
worth bothering about. They may insist it's still a
"rule" and that they have the right to enforce it at
any time - but they're not fooling anyone. In this
respect, past performance is a very good guide to
future performance.
Rules should be enforced, or updated and enforced, or
dropped.
