I often use a step bit to enlarge holes in aluminum and steel.
Lubricate and dont overspeed.

I recently had a transmitter that had holes cut for some capacitors. I
needed larger holes. But a hole saw cannot easily cut a larger hole, so I
needed a hole punch. I found some Temco hole punches on eBay for $59.95,
which included free shipping. The are 1/2", 3/4", 1" and 1.25". These are
electrical conduit sizes. And they come with all the hardware. They are
very well built and are the sizes used for electric boxes. They have more
sizes, for more money. They normally are pretty expensive.
