>UPS still has dibs on it but doesn't use it. The spectrum has been auctioned off to land mobile users over the years, primarily government. Technology advances rendered the intended use for UPS obsolete before it was even born. They elected to go with cellular providers for their network before the decision to sever the spectrum from amateurs even happened.
