COTS heat pipe vapor phase devices are sealed, closed loop systems which are
pre-evacuated at the time of manufacture so the volatile liquid which isn't
necessarily water, boils just above room temperature. There was an article
on them with application to amateur use in the July/August 2010 QEX by KD1K.

Regarding vapor phase cooling, I had to smile when I read Dick's 
suggestion to evacuate the cooling system to 1 PSIA, lowering the 
boiling point to 100F.  Seems like this would change everything - at the 
cost of additional complexity, of course.  Whoever would have thought we 
might see ham amps with vacuum pumps?
