Before you buy into those TO-package resistors, take a look at the temperature derating on the datasheet. MOST of that type are rated full power at only 25C/77F. The Bourns part mentioned is rated full power to 50C/122F... but MOST of that type aren't. In my 1.6KW dummy load, I use actual RF resistors (4x Anaren RFP-400-50R), rated full power to 100C. They never get that hot.
