I am still confused about 10 being full capacity. The dial could have
been put on wrong.

Well, isn't that great customer service. NOT! I am not sure that I would
run a
company like that. Well, then I would assume that something is "broke" or
out
of spec somewhere. As people have been writing here, seems that there are
some
components to check to see if they are defective or out of tolerance(?).
I am sure that there is a solution....after all...it is a "simple" pi-net
and
should work.

In our day and age it seems that Common Sense is in short supply. If you
don't
have any Common Sense - get some Common Sense and use it. If you can't
find any
Common Sense, ask for help from somebody who has some Common Sense. Is
Common
Sense divine?
