Well, some books say "applied voltage". Matter of fact, I myself asked this 
same question on here a good while back. The answer I got from a regular on 
here was "peak everything". Look back in the archives and you'll find it most 
likely. It's kind of hard to guarantee what the voltage under load is going to 
be as I've seen it run from 11% to 15% regulation. The old rule of thumb of a 
10% drop don't necessarily hold water because that has to do with how stout the 
transformer is. I myself always though it would have to be the voltage under 
load when I asked the same question. If you'll notice in the webpage I gave the 
link for he used 3000 Vdc which was the open circuit voltage in his design I'm 
pretty sure. So now, I'm back to square one myself unless it gets decided on 
here.
