An early April 1 post? Legislation may change local time. It will not change propagation, UTC time, or sunrise/sunset as measured by UTC :-) Now, ARRL code practice and bulletins are scheduled on local time, and a change to permanent DST may either alleviate or increase W1AW collsions with CWT's (Wed), NS Sprints (Thurs), and 0000Z Saturday (Friday night NA time) contests depending on where the activity is at the time.
