Why would it have any effect?  For example the CQ 160m contest starts at
2200 UTC.  2200 UTC will be the same darkness regardless of local daylight
savings time. Not all parts of the US even switch to daylight savings time
and it varies even more worldwide.  About the only contest effected by
changing back to regular time is the ARRL Sweepstakes CW where the contest
is an hour longer:)
