I don't see the same with my RP-16, Pete. When the CW sections on
15-12-10-6m are
quiet (which is most of the time here in SM) I get between 0 and 3 decoders
per band.

The exception is the 192kHz receiver covering the beacon band on 10m since
I sometimes
have an noisy, 10kHz wide harmonic from some neighbors electronics and that
kicks up a good
dozen decoders.

Have you tried listening to the RP with e.g. HPSDR to make sure there is no
intermod on 15m?
