I don't really understand exactly what you're trying to do, but OmniRig
supports a Rig 1 and Rig 2, on separate COM ports.  In CW Skimmer's
Settings, under the CAT tab, you indicate which OmniRig radio is the SDR
that you want CW Skimmer to use, either OmniRig Rig 1 or OmniRig Rig 2.
This is only applicable when you select radio type SoftRock-IF or 3 kHz
Audio. OmniRig supports multiple programs all at the same time, no problem,
and there should only be one instance of OmniRig running, and one
OmniRig.ini file.  COM0COM and OmniRig may not always work well together.
You might try VSPE instead, with one unique serial port for each SDR.
