Interesting: A German can pass the US license and pay a fee to get a German
license. He doesn't have to pass the German test. However the General
class license only equates to a technician license in Germany. You'll need
an Extra to get full privileges.
Benefits of the US license: The US has reciprocal agreements with many
countries that do not have reciprocal agreements with Germany. This would
be the only easy way for a German citizen to gain operating privileges in
those countries.
However the MAIN reason people do that here is prestige.
It is simply "in" to have a US call sign.

Interesting. Here in Israel, the ARRL (and the other VEC's) were asked not
to give tests when VE testing started.
The restrictions recently have been loosened so that on a case by case basis
the testing may be approved by the Minsitry of Communications, but only for
US Citizens. Native Hebrew speakers are only allowed if they pass the
Israeli tests first.
