Scott,

Thanks for the tip. I also am facing a mechanical problem. As you know, the PA and the SWR/Filter boards are vertically mounted in the back space. My Argosy has an aluminum spacer-reinforcement that is bolted to both the back panel of the radio and the heat sink on the top of the radio. That spacer, on my radio, is fastened to the back panel by two sheet metal screws on the outside edges and and a bolt & nut with the nut centered on the spacer facing the front side of the radio. There is hardly any of the bolt projecting past the nut. When I turn the nut, the bolt also turns. There is no apparent direct access to the bolt head, which prevents that spacer from being removed. Did you or have you for any reason unbolted the heat sink? That would appear to be the only other easy way to access the two boards. If you were able to unfasten the heat sink, are the leads long enough to drop that panel and check the final amplifier board and bias settings with the heat sink & final Amp board sitting on the bench?

when I tuned up my Argosy a while ago I did it to spec...I kept getting

Your problem may be simpler in nature and if it was working OK before, its
unlikely its your PA...that said, have a look if the simpler route does not
help. When I realized I had to exceed the current limit a bit I simply listened
in a separate receiver for clear audio...
