That's the way I see it. Taking out C 18, 300 pf fixed requires adding that back with the variable loading capacitor. The cap labels are to the left of the part. And with the variable having only 500 pf, adding in 300pf requires turning it about .6 x 180 or 108 degrees. If the input SWR changes it hints at a bad switch contact or a PC board problem on the input filter board that connects the two switch contacts.
