Not to mention variations in the AC line voltage. Does this amp
require 220V service?

The difference between 2900 and 3100 is 10%. The metering circuit is
likely made with 5% parts and power line voltages are allowed 10%
variation in most states. 2900 might be a stingy meter or a weak power
company or a transformer with fewer secondary turns (copper costs
money).
