Yes, check the noise blanker and make certain it's all the way ccw.
Another trouble maker is the squelch control which will squeeze the audio.
Mine has changed over the years to the point where it doesn't have to be
turned much to affect the audio.

Could this be a DSP noise blanker or noise reduction induced distortion?
The O-II (depending on the DSP version) can exhibit some audio distortion
from the digital signal processing if NB and or NR is enabled.
