Paul,
It sounds like you are up against the wonderful TT "QSK loop." The radio
will not transmit in any mode unless the "TX EN" is jumpered to the "TX
OUT" jack. The radio comes with a small strap with two pins intended to
serve that function, but any cable with an RCA plug on each end will
serve.
When you get your TT linear, it will operate nicely timed QSK with RF
not leaving the exciter until the amp is ready, if you run cables from
those sockets to the coresponding ones on the amp.
Yes, by all means get a manual, but this should get you started.
