It allows to discern whether the callsign just heard as tailend belongs
to the CQ-ing station = to be called after "test"
or belongs to someone calling the CQing station = not to be called (when
no "test" heard)
Of course only relevant to those operating unassisted and therefore not
knowing the callsign of the frequency owner.
Omitting "test" is time saving at the expense of unassisted operators.
