Saying each number separately is best.
It is especially important if you are saying a number in the teens. If
you say "seventeen", fast typists will type in the 7 before they realize
they have it wrong and have to correct it by hitting <home> or backspace
to put in the 1.

I used to use 'fifty-four' for the check, but had lots or requests for
repeats, so I also started using 'five four' for the check and had lots
less requests.
I think 54 and 64 sound a lot alike in the QRM. 73

I find six nine instead of sixty-nine much easier to accurately copy

and best of all it is less syllables.
