This clearly is addressing remote receiving sites as being forbidden.
There's no language barrier. Look at what it says - not what it doesn't say.
They're talking about the numerous web-accessible receivers that are all
over the web these days. Isn't that obvious from the words they have used?
It clearly says "distant monitoring". It does not say "remote" or anything
else which would include both your RX and TX and such is not what they're
talking about.
