The only fair scoring is what is used in the 160 meter Stew Perry Contest,

A bit disagreeing: IMHO it is more difficult to get some close-in stations
on the high-bands, say OK/OE/HB9 from most of DL or close-in stations on 10
m - than to work DX on 10m at the height of the cycle. For 160m distance may
be a valid measure. As well one could argue against the scoring for
own-country qsos, favouring small over big countries - indepentendly of
operator skill. But every contest has its set of rules giving it its own
flavour. Depending on how much you like the flavour you can decide how much
you want to eat ;-)
