in many Eastern European countries, you could operate for many years from
club station without so-called license.
I knew quite a few guys who were prominent contesters, winning many contests
over the years in Multi-Op category... but never got "licensed". Some
couldn't do that because of work (security clearance), others just didn't
bother.
