Should this really come as a surprise? The rules do state that you agree
that you have operated in accordance with the rules of the licensing
authority that has jurisdiction, which in this case is Colombia.
If it's true that RA3CQ was not licensed, his operation failed to satisfy
CQ's rules.
Does it mean you need to submit proof of licensing? No. But it does mean
that you should be prepared to submit such proof.
