Just to be clear, it is not the ARRL CAC that makes this determination - it
is the contest branch. If they ask the CAC for an official recommendation,
the CAC will study it and make a recommendation. In some rare cases, the CAC
will recommend an issue to the contest branch for study but this is not that
common.
