I didn't mean to imply that "warming up" before 2100Z should count as operating time. We all need a lap or two around the track and a few stretching exercises before the starting gun. But I still believe, despite flames to the contrary, that "populating a band map" before 2100Z should count as operating time. To me, this amounts to rubber clocking. I guess reasonable people can differ....
