The complete report of the ARRL Board's WRC-99 Committee was posted on the
ARRL web site (http://www.arrl.org) today (along with the minutes from the
recent Board meeting). The report has two main sections, one dealing with
the issue the CW requirement for HF access (which the Board already
affirmed support for), the other dealing with license restructuring (where
input is requested). March QST will have the same report and some
additional discussion about the issues.
Hope everyone (USA) on the reflector will let their ARRL Director know what
they like about the proposals, and what they don't.

This has got to bne fixed...and fixed with the redo if we do anything at

Just about as much of a hardship as to the civil service women who
administered CW tests in the FCC offices.
An Extra Class license is only what is defined as the "qualified"
person to administer the exam for the FCC. For what it's worth you
could make it any type of individual trusted by the FCC.
Tapes of the CW and writen answer sheets are provided. NOTHING more
than being trusted by the FCC is needed or implied by a VE
certification.
Recently I saw reports of the ARRL questioning people who got their
Extra credit by waiver being properly allowed to administer CW exams.
I'd just love to sit and watch the civil rights suit on this one.
Anyone ever heard of the 1992 ADA ?
I'm sure there are not many wiaver credited VE's Certainly not enough
to administer the whole exam process. If you can't work with them,
then give up your VE certification and disband the system.

The Asia-Pacific Sprint Contest Committee would like to announce the latest
running of this spectacular radiosporting event - note changes in the rules:
Objective: For stations outside the Asia-Pacific region to work as many
Asia-Pacific stations as possible within the 2 hour time limit.
For stations inside the Asia-Pacific region to work as many
stations as possible, anywhere in the world, within the 2 hour
time limit.

Awards: Winners for each DXCC country & CQ zone will get a really cool
Asia-Pacific Sprint T-Shirt.
