[Yaesu] FT-8000 unblock cellular and trasmitission

I have bought a new FT-8000 Yaesu dual band VHF and UHF. 

I want to get an information what I have to do to unblock it in cellular
frequencies,
and to allow its transmission in the  possible maximum range. In our country
listening
cell phones freq. is not a crime defined against the law.

I knwow the modification has made and it's possible, because a friend of mine 
has paid for it in USA, considering the radio was for using outside USA.
